Unit for safety, health and environmental protection in Faculty of Mathematics and Natural Sciences, Brawijaya University

This unit, namely Safety, Health and Environmental Protection (SHEP or K3LL) unit FMIPA, is established to manage the safety, health, and environmental conservation involving in every aspects activity of the civitas academic. It also has duty to assure all the facilities are used and operated optimally and sustainable, the working system in effective manner, secure and safe, and also always considering the environmental conservation aspects.

K3LL Unit FMIPA has vision to sustainably develop the culture and assure the occupational saftey & health, and environmental protection for every person (student and employee) and organisation (laboratory, program study, department, faculty) in Faculty of Mathematics and Natural Science of Brawijaya University.

The mission of K3LL Unit FMIPA;

  1. to prevent and mitigate any incidents or events that may result in accidents, injuries, or illnesses to individuals and society, environmental pollution, property damage and faculty’s reputation;
  2. to conserve and utilize natural resources and energy wisely and effectively;
  3. to develop, implement and maintain concise and effective of the procedure & standard operational for occupational health & safety, and environmental protections;
  4. to cultivate and maintain the culture for a sustainable occupational health & safety, and environmental protection;
  5. to support and improve competencies and/or abilities related to understanding and awareness of occupational health & safety and environmental protection.

All the activity of K3LL Unit FMIPA is objected to,

  1. ensuring the health, work safety and environmental protection in all aspects activities of civitas academics (teaching, research and community service activity);
  2. participate actively in the development of standard system & procedure for occupational health & safety and environmental protection in Brawijaya University;
  3. cultivate the culture of implementation the SOPs for occupational health & safety and environmental protections in any aspects activity of civitas academics.

The main duty of K3LL Unit FMIPA:

  1. Create and develop the standard operating procedure for hazard control (prevention and mitigation of incidents) and maintaining occupational health & safety and environmental protection in FMIPA Brawijaya University;
  2. Identify and evaluate all activities carried out in the Faculty of Mathematics and Natural Sciences that are potentially dangerous both in faculty building, offices, class room and laboratories;
  3. Increase the concern and awareness of the entire academic community towards K3LL through continuous and regular campaigns and promotions to students, lecturer and employee before working in office building, class room and laboratory and also guest who are visiting the faculty buildings;
  4. Measure, audit and evaluate the effectiveness of implementation K3LL program.

 

The special duty of K3LL Unit FMIPA:

  1. Hazard recognition: identifying hazardous conditions and actions that could result injury, illness or damage to the institutional assets;
  2. Inspections and audits: assessing safety and occupational health risks related to equipment, materials, processes, and facilities;
  3. Fire protection: reduce fire hazards by inspecting, structuring facilities and processes, and designing fire detection and suppression system;
  4. Compliance with laws and regulations: ensuring government regulations related to safety and health are complied with;
  5. Health hazard control: controlling health hazards, such as noise, exposure to chemicals (chemical hazard), radiation, or biological (biological hazard) that can cause occupational diseases;
  6. Ergonomics: improve workplace comfort by understanding the physiology and psychology of workers regarding human characteristics, abilities, and limitations;
  7. Hazardous materials management: ensure that chemicals and other hazardous products are purchased, stored, used and disposed of in an appropriate manner, does not pose a fire hazard, does not expose workers;
  8. Environmental protection and conservation: controlling hazards that if released uncontrollably can harm and pollute the environment (air, water and soil) as well as conserving water and energy;
  9. Training: providing the academic community with the knowledge and ability to be able to recognize hazards and carry out their work safely and effectively;
  10. Accident investigation: determining the facts related to the accident based on the testimony of witness interviews, field inspection and evidence collection;
  11. Providing advice to management: assist leaders in setting K3LL goals, planning programs to achieve targets and integrating K3LL in all aspect academic activities;
  12. Documentation recording: managing K3LL information to meet government requirements, also providing data for consideration in problem solving and decision-making processes;
  13. Evaluation: assessing the effectiveness of the K3LL program and activities carried out;
  14. Emergency response: conducting training and coordinating trained personnel in following up on emergencies such as fires, accidents or other disasters;
  15. Managing K3LL programs: planning, managing, budgeting, and supervising the completion and effectiveness of programs carried out to achieved K3LL objective in the institutions or administrative and/or technical control programs to eliminate or minimize hazards;
  16. Security: identify and establish procedures that can protect all facilities for academic, research and all related activities from harmful threats.

Principil duties and functions

 

Head of unit:

  1. lead the health & safety environment (HSE) function to manage the resources (personnel, facilities, equipment and materials) that are under the HSE responsibility;
  2. develop, implement and continuously improved-efforts to prevent and mitigate incidents that have an impact on work-related injuries and illnesses, property damage and pollution to the environment;
  3. develop, implement and continuously improved-efforts to conserve natural resources through implementing an effective program for saving and using energy and water wisely;
  4. build a strong K3LL culture to supporting the efforts creating FMIPA as a zero injury campus and incidents, comfortable and conducive to producing quality graduates and research result that globally recognized;
  5. monitor and evaluate the achievement of K3LL performance on a regular basis and make continuous improvements;
  6. manage (develop, maintain and update) all documentation related to HSE management.

 

Occupational health and safety (OHS) staff:

  1. assist and support the success of the tasks of the head and staff of the K3LL unit;
  2. support the process of monitoring and conduction data analysis in order to evaluate the achievement of K3LL performance on the regular basis for the recommendation to continuous corrective and improvement actions;
  3. manage (develop, maintain and update) all documentation related to HSE management.

Program in occupational health and safety (OHS) division

  • Handbook for management of OHS system;
  • Creating posters/stickers to guide civitas academic using of all facilities and tools;
  • Promotion and campaign of OHS management to all civitas academics;
  • Conduct inspection and evaluation to all equipment and facilities managed includes facilities for lecturing and laboratory, building, accident investigations, and hazard analysis
  • Evaluation and development instruments related to OHS system.

 

Program in environmental division

  • Develop handbook for management of OHS system;
  • Creating posters/stickers to guide civitas academic using of all facilities and tools;
  • Promotion and campaign of OHS management to all civitas academics;
  • Evaluating the management of equipment and chemicals in laboratory and waste management system;
  • Evaluation and development of monitoring instruments related to environmental protection, water and energy conservation.

 

Program in admin and data management

  • weekly meeting; planning, implementation and evaluation;
  • management review;
  • analysis of the evaluation result of effectiveness the K3LL program in FMIPA;
  • Evaluation of community satisfaction;
  • Provide recommendation to faculty leaders related to K3LL implementations;
  • external service performace evaluation.
